Open Fiber Regulatory & European Affairs Director

A graduate of Economic and Social Disciplines from the Bocconi University of Milan, Francesco Nonno has nearly 30 years’ experience in the telecommunications sector and specialises in compliance and competition law.

After graduating, he spent ten years working for consultancy firms specialising in the communications sector in Italy and France, holding roles in project management across strategic analysis and telecommunications product/service placement.

Later, he helped set up the Communications Regulatory Authority, where he worked for around six years. During this time, he became the Head of the Telecommunications Operators and Services office, part of the Watchday and Control Department.

From 2004 until his move to Open Fiber, he worked for the Telecom Italia Group, initially heading up Regulatory Affairs for Telecom Sparkle. In 2005, he became Head of Competition Affairs for Telecom Italia, gaining more responsibilities over time, including in the fields of regulation and/or privacy on both the national and European levels. More recently, he oversaw relations with national Authorities from 2012 to 2015 and in 2016 became the Head of Competition and Regulatory Affairs relating to wholesaleWholesale Open Fiber is a ‘wholesale only’ operator, i.e. it operates exclusively in the wholesale market, offering access on fair and non-discriminatory terms to all interested Market Operators. and energy services.
