A graduate in Electronic Engineering from the La Sapienza University of Rome, Paggi later taught at the Faculty of Engineering at the same university. With over 25 years’ experience in the telecommunications business, Paggi has held increasingly senior managerial and operational roles in fields including engineering, planning, development and maintenance.
He joined the SIP Group in 1992 and began his career at Telecom Italia: he was responsible for the planning and construction of the telecommunications network for the central area, as well as heading up the Industrialisation, Construction and Management of the Telecom access networks and data. Between 2007 and 2011, he was the director of the Telecom Italia Technical Assistance sector. He then took charge of Open Access, managing nearly 20,000 people across the country, a budget of nearly €1 billion (cash cost) and around 15 million activities per year (on which 10 million on field).
