This year once again, Open Fiber presents its 2025 Sustainability Report: a story of fiber optics, innovation, decarbonization, and inclusion driving Italy’s digital transition.

Connecting Italy means more than building an FTTH infrastructure: it means supporting the development of a fairer, more efficient, and more competitive country.

This is Open Fiber‘s vision, one that emerges clearly from the 2025 Sustainability Report, which highlights the strategic role of the FTTH network as an enabler of the country’s digital and ecological transformation.

It’s a growth model in which digital infrastructure, environmental responsibility and people empowerment are not separate goals, but a single strategy guiding the Company’s direction on ESG issues.

Strategy and digitalization

Validated by the Sustainability Committee and approved by the Board of Directors, Open Fiber’s Sustainability Plan sets out clear objectives, defined responsibilities, and a concrete roadmap. It is structured around 9 pillars, 21 objectives, and 66 specific actions, spanning both “essential” and “distinctive” sustainability.

The plan is designed to promote digital infrastructure, ecological transition, and people empowerment.

Because at a moment in history when digital transformation and ecological transition are advancing side by side, fiber optics confirms itself as the enabling infrastructure for building a more connected, resilient and inclusive country.

A genuine strategic lever for generating shared value for citizens, businesses, communities and local areas.

A fiber optics network for a more connected Italy

In a context of continued economic growth and digitalization, reducing the digital divide and ensuring widespread access to digital services remain Open Fiber’s top priorities.

By the end of 2025, Open Fiber’s network had become one of Europe’s largest ultra-broadband infrastructures, with more than 20.2 million household passed by the fiber optics network, with 18.4 million already commercially available, and extending across 162,700 kilometers of infrastructure throughout the country, from major cities to small municipalities.

A widespread, secure, and future-proof network.

In other words, capable of enabling smart working, telemedicine, distance learning and many other innovative services, keeping pace with the evolving needs of citizens and businesses.

We pursue this mission through our wholesale-only model, fostering an open and competitive digital ecosystem: more than 300 Partner Operators enjoy equal access to the infrastructure, contributing to the growth of connectivity across Italy.

Environmental Impact and Decarbonization

Sustainability is the engine driving Open Fiber’s business.

That is why we promote our ultra-fast network, which reduces energy consumption by 86% compared with traditional copper networks, significantly lowering environmental impact.

We are also committed to contribute to the fight against climate change through our Net Zero Plan, which sets the path toward achieving net-zero emissions by 2040, in line with the Science Based Targets initiative (SBTi). This commitment is supported by concrete investments in energy efficiency, renewable energy sources, and the adoption of a certified energy management system.

ESG Governance

Open Fiber achieved several major milestones in 2025, confirming its commitment to sustainability governance. The Company was included in the CDP Climate Change “A List”, ranking among the most virtuous organizations in climate change management. It also earned the highest “5-Star” GRESB rating with a score of 99/100, as well as the EcoVadis Gold Medal.

These are not simply achievements, but evidence of a transparent, measurable approach to growth focused on creating shared value. Open Fiber also continued strengthening sustainability across its supply chain through the adoption of a Sustainable Procurement Policy and the Open-es platform, which enables the assessment and continuous improvement of suppliers’ sustainability performance.

Innovation, People, and Value for Local Communities

Innovation means putting technology at the service of real change through advanced projects capable of generating shared value, such as RESTART, Italy’s largest publicly funded research and development program dedicated to shaping the telecommunications of the future.

Above all, however, networks are built by people. Around 13,000 internal and external professionals were involved, while more than 69,000 hours of training were delivered to employees. Every day, Open Fiber invests in skills, inclusion and organizational wellbeing, because sustainable growth starts, above all, with human capital. In 2025 as well, Open Fiber maintained its gender equality certification and was once again recognized as a Great Place To Work, ranking tenth among the best workplaces in Italy.

Additionally, during the year, Open Fiber also obtained, for the first time, certification for Road Traffic Safety Management and maintained its certifications for its integrated QHSE and Energy Management Systems, further demonstrating the central role that safety plays across the organization.

Fiber optics is therefore much more than a technology: it is a tangible driver of economic growth and social inclusion for communities, businesses, and local territories.
