White Areas: details on the progress of FTTH fibre deployment in inland areas of the country

In line with the concession granted by Infratel, the project to adopt ultra-fast bandwidth for families, young people and small businesses in the White Areas involves the construction of about 90,000 km of network (more than twice the earth’s circumference) and the issuance of more than 100,000 authorisations in 6,051 municipalities (1), reaching a total of about 6.27 million property units (flats, offices, companies, and public administration offices).

In 2023, the finalization of over 350 million euros in European funds was enabled for the municipalities funded with ERDF funds in the White Areas. Achieving this goal allowed securing the reporting by December 31, 2023, which was the deadline for these funds.

 

As at 31 May 2025:

 

  • 87,171 km of the network (97% of the total envisaged in the plan) have been completed. The network kilometres represent the infrastructure development (construction, excavation, reutilisation, cable laying, etc.) required for the implementation of the concession network.
  • The work has been completed in 5,564 FTTH municipalities (with Network Completion Certificates – CUIR), representing 92% of the total 6,051 municipalities planned under the Infratel Concession. These municipalities correspond to 5.40 million housing units.

 

  • 5,53 million saleable property units with FTTH technology.
    These are property units that are included in the saleability databases reserved for Open Fiber Partner Operators, which can thereby activate services at the request of end users.

 

The procedures of the Concession envisage further technical and administrative steps leading up to the acceptance of the municipalities and the reporting of funds allocated to the project, steps that involve the Infratel Concessionaire (2).

To date, in order to anticipate as far as possible citizens’ ability to access ultra-broadband services, Infratel has allowed Open Fiber to also start services in municipalities without testing for which works have been completed with the issuance of the relevant CUIRs (Network Installation Completion Certificates). The other completed municipalities will enter into saleability as soon as the relevant exchanges (‘NDPs’) and/or the network section (so-called ‘primary’) connecting each municipality to the NDP located in a different municipality have been completed.
